Repeated to Pekin Mission Canton.

Your telegram No.52. Kowloon City. Offer has been

communicated and either it or the formor offer(which is

regarded as more favourable in certain cases where site of

area is more important than simple reprovisioning ) has been

accepted by all concerned except absentees and two

recalcitrants.

Chinese Government has however audressed

Minister reiterating charge of breach of Treaty.

Apart from danger inherent in any acquiescence in this

repeated claim to imperium in imperio it is impossible for

Colonial Government now to withdraw offer accepted by great cajorily corrupt group) inhabitants and allow Treaty issue

todrop by leaving them in statu quo and unless the above facts regarding acceptance induced the Chinese Government

to abandon their claim principle I see no alternative but

to come into the open and take a firm line.
